Sir,

With reference to your letter No. 53552/37 of the

14th July last on the subject of the expropriation of Chinese property in Kowloon, I am directed by Viscount Halifax to state for the information of the Secretary of State for the

Colonies that he concurs in the proposed action.

Although there is manifestly some force in the

consideration advanced by His Majesty's Ambassador in China 39 in his telegram No. 251 of the 26th July that the present

moment is somewhat inopportune, having regard to current events in China, nevertheless, as there is now little expectation that the present crisis will soon come to an end, Lord Halifax is not disposed to urge any further delay

on that account.

3. I am to add that it is presumed that Sir Hughe Knatchbull-Hugessen will be kept informed by the Government of Hong Kong of the steps taken in the matter, in accordance with his request in his telegram referred to above.
